PART ONE
Purpose, Scope, Basis, Definitions
Objective
ARTICLE I- (l) The purpose of this directive is to regulate the procedures and principles regarding the aims, fields of activity, governing bodies, duties of governing bodies and working style of Fırat University Scientific Journals Coordination Office, which undertakes the task of coordination in order to increase the publication quality of scientific journals published within Fırat University or which will start their publication life, within the scope of a common publication strategy based on scientific and ethical principles and to ensure that they are accepted by national/international high-level indexes.
Scope
ARTICLE 2- (I) This directive covers the provisions regarding the aims, fields of activity, governing bodies, duties of governing bodies, and working style of Fırat University Scientific Journals Coordinatorship, which was established in order to support the activities of scientific journals published within Fırat University, increase their quality, and contribute to the solution of various scientific and ethical problems they may encounter.
Basis
ARTICLE 3- (l) This directive has been prepared based on Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547.
Definitions
ARTICLE 4- (1) In this Directive;

Responsible Vice Rector: The Vice Rector responsible for the functioning of Fırat University Scientific Journals Coordination Office,
Coordinatorship Fırat University Scientific Journals Coordinatorship,
Coordinatorship Board: The board consisting of the Coordinator and the Chief Editors of Fırat University Journals established within the Scientific Journals Coordinatorship of Fırat University
Coordinator: Fırat University Scientific Journals Coordinator,
Deputy Coordinator Firat University Scientific Journals Coordinator
Editor-in-Chief: The Editor-in-Chief who is primarily responsible for each scientific journal published within Fırat University,
Firat University Journals: Periodicals of the faculties, institutes, colleges, conservatories, vocational schools and centers within Fırat University that publish periodically in accordance with legal regulations,
Scientific Journals: Indicates periodicals that reflect scientific research and studies operating within the University.

Organs, Duties, Authorities and Responsibilities
Coordinatorship Board
ARTICLE 5 - (1) The Coordination Board is the decision-making body of the Coordination. The Board consists of the Coordinator, Deputy Coordinators and the Chief Editors of Fırat University Journals.
Members of the Coordination Board are appointed by the Rector for 3 years. Members whose term expires can be reappointed. New members are appointed to complete the remaining period in place of the members who leave before the expiration of their term, whose editor-in-chief duty ends or who are assigned abroad for more than six months.
The Coordination Board convenes at least twice a year with absolute majority. Decisions are taken by unanimity/majority of votes.
Duties of the Coordinatorship Board
ARTICLE 6- (l) To plan the scientific, technical and administrative activities of the Coordinatorship, to take decisions on issues related to management and work, to determine the working order, to determine the job descriptions and qualifications of the personnel working in the Coordinatorship, to discuss and decide on the plans and work programs related to the Coordinatorship,
To evaluate the applications made to the Coordinatorship and give an opinion,
To determine the principles of cooperation with other institutions/units,
To make detailed decisions on application and research areas by evaluating the available opportunities,
To decide whether the publication activities of the journals within the Coordination Office will be paid or not upon the proposal of the chief editor and to determine the fee in case it is decided to be paid,
To examine the Coordinator's proposals regarding the units and groups that may be established within the Coordinatorship and the staff to be assigned to them, to make suggestions and recommendations to the Coordinator, and to decide on all kinds of issues to be brought up by the Coordinator,
Preparing year-end activity reports, ensuring that the reports are submitted to the Rectorate through the Coordinator, determining the work program for the following year and submitting it to the Rectorate.
Duties of the Vice Rector Responsible for the Coordinatorship
ARTICLE 7- (l) The Vice Rector assigned by the Rector follows the activities of the coordinatorship and attends meetings when necessary.
He/she makes the necessary assignments for the personnel support needed for correspondence and archiving issues related to the routine functioning of the Coordinatorship.
Assigns university staff with the appropriate qualifications needed in legal problems, foreign language, electronic software and other issues to contribute to the Coordinatorship.
Provides the necessary support within the framework of university facilities in other requests that may come from the Coordinatorship.
Coordinator
ARTICLE 8- (l) The Coordinator is appointed by the Rector among the faculty members of the university for three years. The Coordinator whose term of office expires may be reappointed.
The Coordinator is primarily responsible to the Rector for the orderly execution of the activities in line with the objectives of the Coordinatorship and for the supervision and control of all activities of the Coordinatorship.
The Coordinator leaves one of his/her assistants as a deputy for short-term absences. The acting coordinator cannot last more than six months. In case the deputyship lasts more than six months, the Coordinator's duty ends. In case the Coordinator is dismissed or leaves office before the end of his/her term, a new Coordinator is appointed by the Rector.
Duties of the Coordinator
ARTICLE 9- (l) To represent the Coordinatorship,
To ensure that the work of the coordinatorship in line with its objectives is carried out in an orderly manner, to ensure the supervision and supervision of all activities of the coordinatorship and to ensure that necessary measures are taken in these matters,
To implement the decisions taken by the Coordinatorship and the work program,
To follow the relevant processes for applying to national and international journal indexes,
Working in coordination with Fırat University publishing house,
To make the assignments required by the work of the coordinatorship,
To ensure coordination regarding the implemented programs and activities,
To submit the annual activity report of the Coordinatorship and the work plan and program for the following year for the approval of the Rector,
To determine the job descriptions of the academic and administrative staff to be assigned to the Coordinatorship, to prepare the needs of the Coordinatorship with justifications and to submit them to the Rector for approval,
To prepare the short, medium and long term goals and policies of the Coordinatorship and the training, research and consultancy programs based on them,
To contact and cooperate with institutions and organizations in Turkey and abroad related to the activities of the Coordinatorship and to carry out other mutual relations in accordance with the procedure,
To determine the fees for courses and similar training activities and all kinds of products and services to be carried out within the Coordination Office,
To fulfill other duties assigned by the Rectorate.
Deputy Coordinators
ARTICLE 10- (l) Three (3) assistants from different fields (Science and Engineering, Social Sciences and Humanities, and Health) are appointed by the Rector to assist in the work of the Coordinator.
When the Coordinator is absent from his/her duties, he/she leaves one of his/her deputies in charge.
Deputy Coordinators carry out the activities of the Coordinatorship in cooperation with the Coordinator.
They serve as members of the Coordinatorship Board and assume all the duties and responsibilities of the Board members.
Their term of office is limited to the term of office of the coordinator. Upon the termination of the Coordinator's duty, the duty of the Deputy Coordinators also ends.
Duties of Assistant Coordinators
ARTICLE II- (I) To examine the Coordinator's proposals regarding the staff to be assigned to the units and groups that may be established within the Coordinatorship,
Controlling the processes of the applied journal indexes and making recommendations to the Coordinator,
To check the continuity of publication of journals and report to the coordinator.
Coordinatorship Units
ARTICLE 12- (l) Relevant units are established by the Coordinator on the subjects deemed necessary to carry out studies in line with the objectives of the Coordinatorship.
The head and two members of the Coordination Unit are appointed for three years by the relevant Vice Rector upon the proposal of the Coordinator. Coordinatorship unit members whose term of office expires may be reappointed.
Depending on the nature of the work to be carried out, the coordinatorship units are composed of academic staff of the University, coordinator employees and/or experts in this field.
Coordination units submit reports on their activities to the Coordinator.

Aims and Areas of Activity of the Coordinatorship
Objectives of the Coordinatorship
ARTICLE 13- (l) Coordinating all scientific journal activities of Fırat University and its units within the framework of a central organization and providing information support,
To regulate the procedures and principles regarding the planning, publishing, printing, distribution and sale of printed and/or electronic journals of Fırat University and its units,
Establishing the infrastructure for the common needs of publication activities and establishing relevant units to improve the quality of scientific journal activities,
To contribute to academic development in the scientific field, to conduct research and applications to improve the quality of academic publications, to seek solutions to problems that may be encountered in improving academic quality,
To cooperate with institutions and organizations in Turkey and abroad in the field of scientific journals,
To pioneer the establishment of international standards in publishing activities and to carry out standardization, certification and indexing studies with international validity,
To provide research, information and consultancy services on issues such as publishing rights, copyright, license agreements,
To examine national and international studies on scientific journal activities in cooperation with various units of the University,
To fulfill other duties related to scientific journals assigned by the Rectorate.
Areas of Activity of the Coordinatorship
ARTICLE 14- (l) To carry out the evaluation and development of scientific journals; to monitor their development in the world and to benefit from newly developed scientific information,
To cooperate with national and international coordinatorships/centers for similar purposes,
Organizing trainings on subjects within the scope of its field of activity,
To organize activities to support the goals of the journals published within the university to be scanned in national and international indexes,
To carry out other activities determined by the Rector within the scope of the Coordinatorship's field of work, to fulfill other duties assigned in accordance with the objectives of the Coordinatorship.
New Journal applications
ARTICLE 15- (l) For scientific journals that will start publishing for the first time, the journal editorial board / editorial board established to carry out the activities of the journal applies to the Scientific Journals Coordinatorship with a report including the journal's publication objectives, vision and mission.
The Scientific Journals Coordinatorship submits the application and the proposal for the establishment of the journal to the Senate after making the necessary examinations according to the criteria of national and international indexing organizations.
With the decision of the Senate, the establishment of the relevant journal is approved. After the journal is approved to start publication, the responsibility of publishing the journal according to the criteria of national and international indexing organizations belongs to the editorial board / editorial board of that journal.

Miscellaneous and Final Provisions
Personnel and Physical Space Needs
ARTICLE 16 - (1) The academic, technical, administrative personnel and physical space needs of the Coordinatorship are met by the Rectorate according to Article 13 of Law No. 2547.
Enforcement
ARTICLE 17- (1) This directive enters into force on the date determined by the Senate after its adoption by the Fırat University Senate.
Execution
ARTICLE 18- (l) The provisions of this directive are executed by the Rector of Fırat University.
